Seller underpaid postage then refused to refund the difference.

As I tried to explain to the buyer the problem was not with the amount of postage paid, rather it was with the postal service at his end. The post office at my end weighed the package and charged me the appropriate amount, I don't understand where the extra charges come from. I asked him to take it up with his local postal service, he refused and demanded money from me. A far as I am aware toy figures don't gain weight in the post.
